North soviets happy to allow Kim Il Sung to establish control through political committee + his loyal followers.

He had been trained in USSR and had fought alongside Chinese communists against Japanese

  • Keen to establish political + economic influence over their zone of occupation USSR did not allow elections to take place in it.
  • With support of USSR North Koreans established the Democratic Peoples Republic of Korea (or North Korea) 9th sept 1948
    • recognised Kim as the leader additionally soviet forces were to withdraw by end of 1948

As leader of North korea Kim:

  • tapped on propaganda extensively to develop cult of personality
  • promoting self sufficiency he isolated country fom rest of the world to limit external influence and opposition
  • convinced that whole of Korea should be united under 1 rule Kim was also willing to use force to achieve his aim
