He had been trained in USSR → and had fought alongside Chinese communists against Japanese
- Keen to establish → political + economic influence → over their zone of occupation → USSR did not allow elections to take place in it.
- With support of USSR → North Koreans → established the Democratic Peoples Republic of Korea (or North Korea) → 9th sept 1948
- recognised Kim as the leader → additionally → soviet forces were to withdraw by end of 1948
As leader of North korea → Kim:
- tapped on propaganda extensively → to develop cult of personality
- promoting self sufficiency → he isolated country fom rest of the world → to limit external influence and opposition
- convinced that whole of Korea → should be united → under 1 rule → Kim was also willing to use force to achieve his aim
