Government ⇒ provided generous welfare benefits + old age pensions and housing 1928 ⇒ even after all their hard work⇒ Nazis were still a small minority party which had support of less than 3% of the population. 1929 elections ⇒ Nazis were the smallest party and gained only 12 Reichstag seats ⇒ quarter of communit vote
