LimConference tried to control destructive power of offensive weapons

  • produced resolutions to ban bombing of civilian populations + chemical warfare + limit size of artillery + tonnage of tanks

Leaders could not agree on a few matters

  • difficult to get countries to agree on what offensive and defensive weapons were

  • resolutions passed not effective in ensuring how limitations on weapons would be achieved.

    • Bombing of civilians was to be banned all attempts to agree to ban planes capable of bombing were unsuccessful. proposal to ban chemical weapons also unsuccessful

Individual countries used conference to raise own problems

  • Italy wanted navy same size as France
